Renowned economist and banker in Oman, Dr. Abdulaziz Al-Hinai is the Chief Executive Officer of Oman Development Bank SAOC (ODB), the National Development Finance Institution and the Financier to SME sector in Oman. Since his joining in 2015, Dr. Al Hinai builds a new corporate strategy for ODB, which served as the foundation towards growth and sustainability of the institution. In addition to the above, Dr. Al Hinai is a board member of various reputed institutions such as Arab Bank for Economic Development in Africa, Public Establishment for Industrial estates, Oman Bankers Association, and Iman Sovereign Sukuk. Prior to leading ODB, Dr. Al Hinai held the role of VPF in the Islamic Development Bank-KSA, in which he led the finance complex including Treasury, Investments, Islamic Financial Services, Financial Policy Planning, Financial Control, Budgeting & Performance Management, and Financial Products Development Center. Dr. Al Hinai received his Ph.D. in Economics and Public Policy from Claremont Graduate University in California and an M.Sc in Economics from the same university. Dr. Diokno is the current Secretary of the Department of Finance (DOF). Prior to his appointment as fiscal chief, he served as Governor of the Bangko Sentral ng Pilipinas (BSP) from 2019 to 2022. Under his leadership, the Philippine central bank was among the first to respond to the pandemic and deploy decisive measures to cushion the adverse impact of the pandemic and pave the road to recovery. Before taking charge of monetary affairs, he served as Budget Secretary under three presidents where he pursued an expansionary fiscal policy to finance investments in human capital development and public infrastructure. As Finance Secretary, Sec. Diokno seeks to rally the economic team to achieve three broad development goals by 2028: reduce the deficit-to-GDP ratio to pre-pandemic rates, bring down poverty incidence to single-digit, and achieve upper-middleincome economy status by the end of the Marcos administration. Sec. Diokno seeks to go beyond headline economic expansion and achieve a brand of inclusive and sustainable growth with equity. |

He is well recognized by governments, corporate world and global academic community and serves as the CEO of the European Organisation for Sustainable Development (EOSD). She also worked for the Asian Development Bank (ADB) in Manila, Philippines as an Assistant to the Executive Director of the Australian Constituency for two years. Jean-Pierre Marcelli, AFD’s Executive Director of Operations, is responsible for implementing AFD’s operational strategy and objectives. In its 2018-2022 Strategic Plan, AFD Group defined the priorities and objectives for its activities. It is Jean-Pierre Marcelli’s mission to ensure that these lines of action are implemented, and also to identify and anticipate new operational challenges. This initiative, involving all the Operations teams in mainland France, French overseas departments and foreign countries, as well as other AFD Group stakeholders, aims to promote new public policies for development and for social, economic and ecological transitions alongside our clients and partners. This approach is based on demand from the field, the involvement of our partners and results-based management. Jean-Pierre Marcelli has seen these concepts in action during his 30-year career at AFD, with 15 ye ars spent working in the field. An agricultural engineer, he joined AFD in 1988 as an international volunteer at the Port Louis office (Mauritius), and then as Head of Mission for Rural Development in Abidjan (Côte d’Ivoire). In 1993, he was tasked with developing and promoting the Group’s activities in Ethiopia and Eritrea, which led him to set up the Addis Ababa (Ethiopia) office in 1997. In 1999, he was responsible for opening a new office in East Jerusalem (Palestine), which he transformed into a fully-fledged agency the following year. From 2003 to 2006, Jean-Pierre Marcelli worked at headquarters in the Strategy department and then as deputy director for Central,Eastern and Southern Africa. Next, he managed two AFD offices successively in Africa: one in Nairobi (Kenya), where he designed and set up a network of offices in East Africa (Uganda, Tanzania, Burundi), and then one in Cairo (Egypt). He returned to headquarters in 2014 to manage the Africa department. In 2018, he was appointed Executive Director of Operations. |

H.E. Dr. Thach KAO, currently hold the portfolio of the Royal Government Delegate in charge as the C.E.O. of the Agricultural and Rural Development Bank (ARDB), was nominated to be the C.E.O. of the Rural Development Bank (RDB) on July 4th, 2014 then later transformed to be ARDB and to be member of the RDB’s Board on August 7th, 2014. Currently, he is a member of Supreme National Economic Council (SNEC) with the rank to Secretary of State and labor arbitrator of the Arbitration Council since 2003. He sworn in as Lawyer on October 8th, 2012 and adhered to member of Bar Association of Cambodia on October 10th, 2016. Before holding ARDB’s portfolio, he was Deputy Director General of the Securities and Exchange Commission of Cambodia with the rank and privilege to Undersecretary of State and the Head of Financial Market Division, Financial Industry Department, Ministry of Economy and Finance. Working in law field, he used to be a legal officer in the Ministry of Justice and also in court. He was one of the key persons working toward the establishment of Securities and Exchange Commission of Cambodia and Cambodia Securities Exchange. Since joining the Ministry of Economy and Finance in 2003, he has undertaken numerous assignments relating to financial sector development in Cambodia. These assignments include member of working groups responsible for drafting Law on Government Securities and Law on Issuance and Trading of Non-government Securities, and member of working group responsible for developing Financial Development Strategy 2006-2015 and 2011-2020. As a representative of the Ministry of Economy and Finance he has been involved in various ASEAN working groups in relation to capital market development such ABMI, ACMF, and Financial Services Liberalization. He holds Bachelor of Law (LLB-Faculty of Law and Economics) in 1998 and Master of Laws from Bond University (Australia) in 2002, with an emphasis of International Trade Law System, WTO Legal Framework, Alternative Dispute Resolution, and Dispute System Design. On May 11th, 2019 he graduated Doctor of Business Administration (DBA) from EU Business School. His thesis is on “The Rural Development Bank’s Transformation: The Case of Cambodia”. On December 30th, 2021 he graduated Doctor of Philosophy in Public Policy from the University of Cambodia. His dissertation on “The role of Securities regulators in Efficient Supervision and Regulations of the Securities Market in Cambodia”. Concerning the publications, in August 2022, his research paper: “Does the Role of Securities Regulators Matter for The Development of Securities Market in Cambodia? An Exploratory Study” was published by Centre for ASEAN Studies (CAS)–Centre for International Management and Development Antwerp (CIMDA), in Belgium. In 2002, his book on “Dispute Settlement System of the World Trade Organization and Theories and Principle of Dispute System Design” was published by UTPP Press in Cambodia. |

Izwan Zainuddin is currently the Chief Executive Officer of Perbadanan Usahawan Nasional Berhad, a Malaysian Government entity that was established to enhance the participation and involvement of native Malaysian in entrepreneurship and to develop dynamic, resilient, progressive native Malaysian in the commercial and industrial community. At the same time, he is currently the Chairman of the Association of Development Finance Institutions Malaysia (ADFIM). ADFIM promotes the strengthening of institutional structure and good practices in the development of finance and banking industries. ADFIM is affiliated with the World Federation of Development Financing Institutions, representing Africa, Asia-Pacific, Europe, Latin America and the Middle East with close working relationships with the World Bank, Asian Development Bank, United Nations agencies and other international organizations. He graduated with a Bachelor of Science majoring in Finance from Oklahoma State University and a Diploma in Agribusiness from Universiti Pertanian Malaysia. He was previously the Chief Operating Officer, Debt Venture of MyCreative Ventures Sdn Bhd, a Malaysian Government investment arm to spur Malaysia’s creative industry. Prior to that, he was the Head of Group Corporate Finance, Treasury and Investor Relations of PROTON Holdings Berhad where he was involved in the strategizing, evaluating and executing of all corporate and fundraising exercises for Proton Group of companies inclusive of Lotus Cars Limited. Before joining the corporate sector, he was attached to several Malaysian investment banks in the Corporate Finance department specializing in merger and acquisition and fundraising. Among the notable transactions are the RM6 billion merger between Diversified Resources Berhad, HICOM Holdings Berhad, Gadek (Malaysia) Berhad, Gadek Capital Berhad and Master-Carriage (Malaysia) Sdn Bhd, the RM1.2 billion merger between Southern Bank Berhad, Ban Hin Lee Bank Berhad and United Merchant Finance Berhad and the creation of MIDF Amanah Investment Bank Berhad through the RM1 billion merger and restructuring between Utama Merchant Bank Berhad, Amanah Short Deposits Berhad, Malaysia Discounts Berhad and MIDF Sisma Securities Sdn Bhd. In addition, he was also involved in several debts and corporate restructuring exercises after the 1997/1998 Asian financial crisis. |

Previously she served as Head of Resources Energy and Infrastructure at Australian and New Zealand Banking Group (ANZ Bank) (2015-2020), Director of Natural Resources Group Indonesia at Australian and New Zealand Banking Group (ANZ Bank) (2013-2015), Team Head of Mining and Energy Group at Bank CIMB Niaga (2010-2013), Vice President for Corporate Banking Group at Bank CIMB Niaga (2007-2010), Relationship Manager of Loan Workout Division at Indonesia Bank Restructuring Agency (IBRA) (1999-2004), and Assistant Manager of Investment Banking Department at Ficorinvest Bank (1996-1999). Mr. Rolando B. Victoria is a certified public accountant. He is the Founder and President of ASKI Group with 10 different strategic business units. A former commercial banker. He has been with ASKI for 35 years. The organization he established is now touching the lives of around 1 million Filipinos by transforming their lives and building sustainable communities in Central and Northern Philippines and in Singapore helping the overseas migrant workers by providing them financial education and basic entrepreneurship training. As a pioneer in the microfinance industry in the Philippines, he was invited to sit in the Board of various organizations like the Microfinance Council of the Philippines (MCPI), Microinsurance MBA Association of the Philippines (MiMAP), RIMANSI Mutual Solutions Insurance Agency Inc. (RMSI); Alliance of Philippine Partners in Enterprise Development (APPEND), PinoyAko Micro Insurance Services, Inc., Microfinance Data Sharing System (MIDAS) Credit Bureau for Microfinance; and Banking with the Poor Network (BWTP), among others. In 2018, he was invited to become one of the Advisory Council members of the Sustainable Standards and Certification Initiatives for Value Driven Financial Institutions initiated by the European Organization for Sustainable Development (EOSD) based in Karlsruhe, Germany. On several occasions, he was invited to speak to trainings and conferences in the Philippines and abroad. In 2017, he was recognized as one of the Global Filipino Executive of the Year during the Asia CEO Awards held in Manila. In November 2018 he was conferred as the “Association Board Member of the Year” by the Philippine Council of Associations and Association Executives (PCAAE) and one of the Sustainability Leaders of the Year by the EOSD. Recently, the Association of Development Financing Institutions in Asia and the Pacific or ADFIAP named him as the 2020 Outstanding CEO of the Year for his outstanding work in promoting and advancing the microfinance sector in the Philippines. |

Appointed Deputy Director for Mobilization, Partnerships and Communication of AFD, Adama Mariko joined Finance in Common as Secretary General of the global movement, in mid-2021. Previously, Adama, as member of AFD’s Management Board was in charge of Financial Strategy, Performance and capital planning. After a first experience in investment banking, Adama joined AFD Group in 2009 to serve the general interest and international cooperation. He has worked on field operations in West Africa, and in the Indian Ocean where he served as deputy director in AFD branch in La Réunion. He also served at the Paris headquarter in both the Finance and Risk departments. Adama graduated in Finance from Paris-Dauphine and holds a Master in Public Administration from Ecole Nationale d'Administration (ENA). |

She began her career in Pag-IBIG Fund more than four decades ago as an accounting clerk in Pag-IBIG Fund’s Baguio Regional Office. She rose from the ranks and has served as Manager of Pag-IBIG Fund’s La Union Regional Office, Vice President of its North and South Luzon Groups, Senior Vice President for Home Lending Operations. Prior to being appointed to Pag-IBIG Fund’s top post, she was Deputy Chief Executive Officer for Home Lending Operations. During her tenure as Pag-IBIG Fund Deputy CEO for Home Lending from March 15, 2017 to September 18, 2022, Pag-IBIG Fund posted consistent record-highs in the housing loan front. Over this span of time, Pag-IBIG Fund released a record-high P388.13 billion in housing loans, which benefitted 448,110 Filipino workers who now have homes of their own. In 2021, despite the country still experiencing the challenges of the global pandemic, she led Pag-IBIG Fund’s Home Lending Operations in achieving P100.8 billion in housing loan takeout – the first time for Pag-IBIG to surpass the 100-billion peso housing loan level and the highest so far in the agency’s history - a record which Pag-IBIG Fund, under her term, aims to exceed. She was recognized by the Asia CEO Awards in 2020 for her outstanding work, becoming a SHEro of the Year – Circle of Excellence Awardee. She, together with the Pag-IBIG Fund Senior Management recently received the Asia CEO Award 2022 Circle of Excellence Awardee – Executive Leadership Team of the Year. Fondly known in the agency as “Manang”, she is a certified public accountant, a Career Executive Service Officer, and a true public servant and Lingkod Pag-IBIG. |

Before joining PT SMI, he served for 9 years at PT Danareksa (Persero) and culminating in the position of Director at PT Danareksa Sekuritas. In addition, he worked as an Analyst at PT Penthasena Securities (1996-1999), PT Amstel Securities Indonesia (1995-1996), The Industrial Bank of Japan, Jakarta Branch (1993-1995) and as Audit Committee Member at PT Timah, Tbk. (Pe rsero) (2011-2012). He was appointed as President Director of PT SMI since 13 August 2019 pursuant to the Minister of Finance Decree No. 651/KMK.06/2019. As President Director, he is in charge of overseeing the overall operation of the company, including the development of the company’s long term strategy, and ensuring strict compliance to good corporate governance practices in all of the company’s operations. |
